The more I think about it, though, the more impractical it seems. would you be able to get there if you reeeaallly wanted to if you knew there was something like plants or bugs residing there? But let's say you had to go to a place that happened to be abandoned. I'm guessing it would be pretty inconvenient, though, since it's suggested (when Goku's trying to sense out Bulma's ki in the Buu saga) that it's harder to sense out the ki of weaker stuff. But if we're being technical about it, can't someone be able to sense out the ki of more minor things like plants and bugs? He then adds on, saying that he can't 'transmit' himself to another place if it's deserted (nobody there means no ki to sense out). When Goku explains Instant Transmission to everyone else, he says something like he needs to be able to sense out another's ki at that place in order to well.
